A long, heavy hard lead or jacketed bullet would penetrate better than a fat, stubby slug, and there's a lot of meat and bone to get through to hit the vital organs of a big bear. I'm sure many bear sized critters have been killed with .410 slugs and similar performing rounds in BP cartridge days but it is a lot different hunting and shooting the bear in the vitals than taking a fast shot end on at a charging bear.
